Troy J. Madrigal
For the past 13 years, Troy has managed the marketing for comprehensive portfolios of wetland, stream, and endangered species mitigation assets. These projects are comprised of mitigation banks in Texas, Oklahoma, Arkansas, Alaska and Louisiana. He also served as the client liaison for multiple successful permittee-responsible mitigation solutions across the Gulf Coast for energy, transportation, private and governmental developments. Prior to that, he led the real estate acquisition for investments focused on conservation outcomes after working in the oil and gas industry for 10 years.
When he is not working, you will find him as a Board Member for Katy-Fulshear Young Life, and a member of the Fort Bend County Community Emergency Response Team with the Office of Homeland Security and Emergency Management. He also serves as mentor for Katy ISD and is a committed supporter of the Texas Wildlife Association. He and his wife have lived with their three daughters in Katy, Texas for the past 23 years. Troy is a passionate outdoorsman who enjoys hunting, fishing, running, and snow skiing with his family.
Troy received a B.B.A. from the McCombs School of Business at the University of Texas at Austin. He has been a licensed real estate agent in Texas since 2006.

Chelsea Smith
Chelsea has over 10 years of experience in the mitigation banking industry. She has worked in various business-related functions in the industry, including direct to user credit sales for compensatory mitigation bank projects throughout the country. Her experience in credit sales and market intelligence informs further investment in mitigation and other land-based regulatory markets. More recently, she has been building relationships with policymakers in Washington DC, advocating for current mitigation projects and monitoring legislative developments relevant to future land restoration markets.
